<p>It is a very <sic>a</sic> true <add>just</add> observation adopted in the Commentaries<lb/>
from Montesquieu, that It <add>the certainty of punishment</add> is much more effectual than the<lb/>
intensity of it. the <del>observation</del> <add>State of the Police in France</add> of the French Police may at<lb/>
first sight perhaps seem to disprove the justice of this<lb/>
remark. There are <del>a</del> species of crimes, <add>Highway-</add> -Robbery for<lb/>
instance, which in no country are more severely punished,<lb/>
and at the same time are in no Country less frequent.<lb/>
But <del>at the same it must be allowed</del> <add>if the severity of punishment there is great,</add> the certainty<lb/>
of it is no less so: and it is to this latter circumstance<lb/>
I would rather <sic>chuse</sic> to attribute the effect. It is an<lb/>
error we are very apt to run into, to mistake a circumstance<lb/>
accompanying a cause for the cause itself. But if an<lb/>
instance can be produced where, that circumstance standing<lb/>

It is a very a true just observation adopted in the Commentaries
from Montesquieu, that It the certainty of punishment is much more effectual than the
