rulers.  Under this head the account is soon drawn up.  In regard<lb/>
to this branch of security what the people's interest requires<lb/>
is – that it be entire.  What the Monarchs interest requires<lb/>
is – that no such security should have place:  nor <add>not</add> yet if possible<lb/>
so much as the idea of it:  <add>for</add> lest from the idea should come the desire.</p>
<p>1.  In regard to person.  <add>What</add> it is the peoples interest <add>requires –</add> that the person of every<lb/>

Monarchs interest requires is that against injury at the hands of<lb/>

5. Security against internal irresistible adversaries natural enemies, namely
rulers. Under this head the account is soon drawn up. In regard
to this branch of security what the people's interest requires
is – that it be entire. What the Monarchs interest requires
is – that no such security should have place: nor not yet if possible
