<p>This brings us to the distinction between <add>the</add> General<lb/>
 
Code and the collection of Particular Codes:  for if <del>to</del> <add>in</add> the<lb/>
 
<add>case of the</add> one the distinction between Civil portion of the matter<lb/>
and the Penal portion requires to be understood,<lb/>
not less does it in the case of the other.</p>
<p>Should it ever <add>If ever it should</add> become the wish of men in power <add>the desire of Government</add><lb/>
that <add>to</add> men not in power <add>it</add> should <del>come</del> be possible <add><unclear>respectively</unclear></add> to know<lb/>
what with relation to each of them the law is – that<lb/>
is to say to know that, by their not knowing of what <add>for want of their knowing what</add><lb/>
they are continually not only exposed but actively<lb/>
subjected to <del>powers</del> loss of rights, <del><gap/></del> – to <gap/> – in a<lb/>
word to <gap/> in all manner of shapes, they will come<lb/>
to be divided the aggregate body of the law into parts, in the<lb/>
manner requisite and sufficient to make every man to possess<lb/>

they <add>will be unsigned</add> will <gap/> the whole of that matter which with<lb/>
little diversity all <del>men as human beings</del> who have it in their<lb/>

This brings us to the distinction between the General
Code and the collection of Particular Codes: for if to in the
