1. First comes the self-stiled Legitimate theory: the theory of which the characteristic word is legitimacy.
Maxim or justification argument – God has declared and continues to declare
That form of government which is purely Monarchical is the only
fit apt one. It is his almightys pleasure that all men be subject to it.

To this argument simple as it is the obvious answer is no less so

you and act accordingly. But till it this is done, the government which
affords to the greatest number the greatest happiness is the a government
we prefer to it.
