<p>For the formation of a well grounded and <del>mature</del> <add>well matured</add> judgment<lb/>
<add>on this question</add> in relation to this subject <add>take</add> the <del>expe</del> body of experience already<lb/>
obtained in the <add>Congress of the</add> Anglo-American United States.  Take any<lb/>
<del>one</del> year or any number of years:  take an account of the whole<lb/>
number of laws passed and rejected within that time, and say<lb/>
1.  Total number of laws introduced into the Senate from the<lb/>
House of Representatives, so many<lb/>
2.  <p>Whereof</p> Passed;  so many<lb/>
3.  Rejected, so many</p>
<p>Then take in hand the number of those rejected and say<lb/>
4.  Introduced and passed in a subsequent session so many.<lb/>
Of these unless some special and adequate reason to the<lb/>
contrary it ought to be assumed that they <del>were</del> have upon the<lb/>
whole been and continue to be of a beneficial nature.<lb/>
5.  Of those rejected, pernicious <add>upon the whole upon a present view</add> if any, so many<lb/>
