<p>In regard to <del><gap/></del> whatsoever presumption evidence may<lb/>
 
have been considered as afforded by precedent and authority, <add>in</add> this<lb/>
 
consideration requires to be kept in mind – namely that, <del>it<lb/>
has not</del> in <del>any</del> <add>an</add> instance <del>in</del> antecedent to the formation of<lb/>
the Constitution of the Anglo American United States has the existence<lb/>
of a Second Chamber had <add>for its cause</add> any such consideration as<lb/>
the affording a security against precipitation.</p>
<p>The example is even in that case has been the example<lb/>
of England.  But in that case <add><del>of the two Chambers</del></add> the Aristocratical<lb/>
Chamber the House of Lords was the Chamber first established<lb/>
established <add>or at least <gap/></add> by the Monarch, under the pressure of necessity,<lb/>
because no <del>measure</del> sufficient means of bringing <add>the people</add> under<lb/>
permanent subjection to his own power <unclear>even</unclear> were <add>it</add> in his<lb/>
hands.  In this state continued the <gap/> from the time of<lb/>
the Norman Conquest till the days of Henry the third.</p>
<p>In the days of Henry the third was laid the foundation<lb/>
of the Second Chamber the House of Commons.  Founder in the<lb/>
first instance Simon de Montfort one of the Lords by whom<lb/>
a <unclear>contact</unclear> with the King was for some time kept up.  Second<lb/>
Founder the King <del>of</del> himself.  <add>Probable</add> Causes of foundation <del>have</del> –<lb/>
1.  <add>Encrease of</add> Facility for obtaining money:  consent <add>on the part of the contributors</add> being found to render<lb/>
and more <del><gap/></del> <add><unclear>especially</unclear> effective</add> instrument than fear.  2. <add>Hope of <del>relied</del> allied</add> Counterforce against<lb/>
the apprehended superior form of <del><gap/></del> <add>mutually</add> confederated Lords.</p>
<p>Since the restoration of Monarchy the <del><gap/></del> <add>exclusive</add> initiative in <del><gap/></del> <add>money matters</add><lb/>
being recognized as belonging to the House of Commons, the place<lb/>
of Second Chamber, considered as a source of negative <add>power</add> has<lb/>
been occupied by the House of Lords.</p>
<p>But in this case <del><add>to</add> what circumstances</del> <add>by what considerations</add> has the <unclear>revered</unclear><lb/>
and <gap/> existence of the Second Chamber been produced?<lb/>
By due <del>fear</del> <add>fear <del>apprehended danger</del></add> of precipitation <add><del>on the part</del></add> in the measures of the House<lb/>
of Commons?  No.  But the particular and sinister interest of<lb/>
<del>all those</del> those sections of the supreme operative power all of<lb/>
them acting in confederacy against the universal interest.</p>
<p>No part in either instance had any such cause as the fear<lb/>
of evil from precipitation and the hope of excluding it by delay, in the formation<lb/>
