5. On the ground of economy, even were that the
only one the non-necessity of pay would – in this instance
– as in every other – be sufficient reason for withholding
it. for failing to apply it.

6. But in this instance, by every penny needlessly
then applied, a step is made towards the
creation of delay and denial of justice. For procurement
of the quantity quantity of Judge-power sufficient to put shut the door
upon against those evils, the quantity of money, capable
of being applied to this object, is (suppose) sufficiently sufficient,
<add>and</add> but barely sufficient: add more now more pay call in consequence
for more money – it is by the supposition not to be had: what is the consequence? suits have place present themselves,
place – or to speak place for the cognizance – and at prevention of which, no
Judge-power is at hand.
