In the generally existing order of things two objects in standards
of reference present themselves 1. One is the aggregate of Parishes.
2. the other is the aggregate of the headships of towns
call them for shortness Quasi Mayoralties.

When the town is of the smallest size, or perhaps
a little larger than the smallest of the divisions of it might perhaps
serve for a Bissubdistrict But it is but a small
part of the territory that is covered with p

In the county a Bissubdistrict might be formed by
a sum of a certain number of Parishes
