7 8.That (for fear of exposing this species of property
to contempt, at the first creation of it, by the minuteness
of the advantage if it holds out in the way of Interest) the
principal sum to be of such a magnitude that the daily
Interest shall not be carried lower [13] _ or at most but one step
lower _ than the mark at which it finds a piece of coin actually
in currency to represent it. Say accordingly, if not so much as
£12..12 at least £6..6 rather than £3..3 or £1..11..6.

9. That to adapt it to the pockets of the greater number
of customers, and by that means to render the currency of
it the more extensive, the amount of the principal sum be
carried as low [14] as the necessary regard to the last mentioned
consideration will admitt. Say therefore accordingly £6..6d rather than
£12..12d; and much rather than 24 guineas for example or 48 guineas.

10. That (for the purpose of opening the market to
fresh and fresh bodies of customers) in process of time, [15]
when the utility of this species of paper has been generally
felt and the paper thereby secured against the contempt,
that might otherwise attach upon the smallness of the
amount, issues to be made of notes for smaller and smaller
Sums so as they be also aliquot, that is subduplicate parts of the original sum
and of each other: say accordingly, 3 Guineas _1-1/2 Guineas_
and at length, possibly, as low as 3/4 of a Guinea, or far less.

11. That + + Money thus raised to be imployed in buying in National Debt. (in such years of peace at least in which
no money is to be raised) the money, thus raised be as fast as it comes
in be
immediately and regularly remitted, to the Fund
appropriated to
for the buying in the Public Debt. |16| + the number of market for these notes be kept constantly open, so that the number of them shall be always as great as the greatest that can be disposed of on the advantageous terms: and that to be by them employed
in the same manner as the other savings intrusted to
their charge
