Finance of 1807-8 is already in its 4th year.

In relation to this head, I mean that of patronage,
the Committee of 1797-8 proceeding upon from its regular
plan has afforded us regular information.

The Committee of Proceeding upon its desultory plan,
if a plan it can be called, the what if any information has been
afforded by the Committee of 1807-8 comes out by scarce one instance
fits and starts can be found.
