1 By Small debtor set off allowed — not by Ordinance

1. Small debtier allows of Set-offs Ordinance new thought of any such thing other time was not yet arrived for it. Quere if Set-offs are proper in a case where no more than £5 and no more is at stake why not in a case in which as far as £50 or as far as £100 is at stake

2 To Ordinance principal Scribe the title of Registrar with emolument proportionate to the supposed dignity. To Smalldebtios the more humble title & rank of Clerk — Business in both cases the same

2. Ordinance: in quality of , and or the order of dignity and importance, gives to him Scribe the stile and title of Registrar: Small debtio. so small is the in his in his humility, no higher title than that of Clerk. The business being in both cases exactly the same in and the same will of the title of Registrar be given to him, serve better and more than if it were in the title of Clerk. There is Constitution all one, Mathematical is as opulence.
