Contentment maximizing and Expence minimizing.  Rule.  Give to<lb/>

In this case the appropriate aptitude namely the <unclear>scientific</unclear> branch<lb/>

in such military manipulation and evolution as can be performed<lb/>
by the members of the force without migration from their<lb/>
