<p>1.  Comes now for consideration the only topic <del><add>by</add> which</del><lb/>
 
circumstance by which the topic of pardon is rendered in<lb/>
a direct <add>and immediate</add> way applicable to the purpose, the only <del>top</del> circumstance<lb/>
in virtue of which the topic of pardon applies<lb/>
in any direct and immediate way to the purpose – to the<lb/>
subject of this letter <add>address</add>, namely death punishment, and the<lb/>
general question in regard to it.  This circumstance <add>matter</add> is<lb/>
the evil introduced into the <add>penal system</add> effects of the Penal Code by<lb/>
the place given in it to the punishment of death:  introduced<lb/>
by means of the power of pardon of counteracting<lb/>
the power of the general law by withdrawing from punishment<lb/>
on the occasion in question an individual whom it was the<lb/>
<add>desire and</add> endeavour of the legislative to consign to punishment.</p>

Title Evils from Death punishment?

1. Comes now for consideration the only topic by which
circumstance by which the topic of pardon is rendered in
a direct and immediate way applicable to the purpose, the only top circumstance
in virtue of which the topic of pardon applies
in any direct and immediate way to the purpose – to the
subject of this letter address, namely death punishment, and the
general question in regard to it. This circumstance matter is
the evil introduced into the penal system effects of the Penal Code by
the place given in it to the punishment of death: introduced
by means of the power of pardon of counteracting
the power of the general law by withdrawing from punishment
on the occasion in question an individual whom it was the
desire and endeavour of the legislative to consign to punishment.
