§. 2. Knowledge of the laws: – how to secure it.

The chance which a each man has of bearing in mind
a quantity of the matter of law – of that part of it which
as above described is for sudden use will depend upon
two circumstances. 1. upon the smallness and apprehensitivity of the total quantity
of
that portion of the mass of law which comes under
this description, and of the upon the efficiency of the
measures arrangements taken for the purpose of planting it inculcating it there.

For the purpose of reducing the quantity to its minimum
it will be the care of an our intelligent legislator
to separate from those parts of the law which are those

at leisure.
