J.B. to Ld Sidmouth
Suppose the expensive plan were so unsuccessful
it would be too late to go back to the economical one.
For the purpose of a constant influx of gratuitous, and
incorruptible, became unknown, inspectors it is to the
Panopticon plan vicinity to the metropolis was necessary.
By In the ground purchased by me and now taken from me
at Milbank this capital requisite was contained possessed.
It is within a very considerable distance of the
very focus of government – of Parliament and of all the offices. By
Eighty Acres and more had been promised me: the
public faith as usual being broke with me, 52
only were given me. But in that 52 acres I
could still have – I could still and without
inconvenience the whole convict population of the Island.
By the time that proposed to be in by which that ground
is proposed to be covered in the then Panopticon plan no
room would be left for any Panopticon establishment
for any future contingency. But no other such for the use of
ground open to neighbourhood of any future contingent Panopticon no other spot of ground possessing any
such properties would be to be had at any expence.
Thereupon all possibility of trying the Panopticon otherwise unless
it were than upon great disadvantage would be extinguished,
and this is among the objects looked to and provided
for.
If Let The government plan being be adopted in the first
instance, if it should be found to fail, the expensive
plan may be taken up at any time. If the expensive
plan be taken up in the first instance, the
economical plan never can be taken up.
