<p>On this and other accounts, one improvement upon<lb/>
the first proposed arrangement might perhaps be – the extending<lb/>
the non-reeligibility term from one year to two<lb/>
years.  On this plan the <del>first</del> Prime Minister of the first<lb/>
year could not be again <del>elected</del> Prime Minister, if at<lb/>
all till the fourth year.  In this case in the <add>at the commencement of the</add> third year<lb/>
the persons excluded would be  1. the Prime Minister of the <del>2</del><lb/>

On this and other accounts, one improvement upon
