Principles – Rules &c

Ends in view – means

Principles, rules, reasons, axioms, means – positive propositions, on the present as on so many other occasions,
all these relatively related terms being in use or liable to be called into view
it may be of use to give determinateness and fixity to their
respective imports.

By the word rule appears to be commonly understood
that which by grammarians is termed a sentence by logicians A Rule, is in the grammatical sense a sentence,
in the sense a proposition on by logicians by which a declaration
is made of that something which is, or of that which ought to be
in other words of that something which in the conception of the him
whose declaration it is, has existence, is of that something
which is regarded by him with approbation, something by the
contemplation of which a sensation of a pleasanter kind
is produced.

A The rule by which according to my conception, on this
occasion, as on every other, the conduct of persons in authority
ought according to my conception, ought to be
