But even when it is good that it is administered, it no
more scarce ever can it be administered without the production of correspondent
evil: and this commonly greater than the good. For taking
for the instrument money the general representation of the instruments of good
pecuniary circumstances alike in both cases more pain is produced
by forced elimination than pleasure by the reception of
what is eliminated. So true of it is it that the best of that
which is done by government and with the best intentions is evil
done that good may come.

As to prevention of evil Satisfaction and the matter of it may be distinguished into 1. comparative,
and specific satisfaction: underpinned by comparative
pecuniary or quasi-pecuniary – that which is administered by
the transfer of money or money's worth at large: understand to
specific satisfaction that which is afforded by service in some
particular shape in which it has nothing to do with distinct from money or
money's worth for example, honorary addition made to the reputation
of one person at the expence of another as in the pain of
one person at the expence of that of another or service rendered
in this or that shape in which it is not to be bought for money.

As to prevention of evil, if and in so far as it is
effected, the means by which it is affected are either purely physical
or the persons on the part of whom it is prevented
are either the wrongdoer in question or other persons at large.

On the part of the wrongdoer if it be prevented
the means by the employment of which it is prevented are either
of the purely physical or of the psychological kind, physical
applying to the body, psychological to the mind.
