would encrease preparation,

of preparaion, for surmounting

encrease with the number
of discontented provinces:

of discontented in each
so in case of revolt, or disobedience obedience If not on their own
account, Creoles have shown to regard
from Spanish subject many on their
account: the stronger the suffering
With every arrangement
the stronger the resistance
by which benefit were supposed
