in respect of the manner in which they affect the person whom they regard stand upon a footing which is in great measure opposite to that on which
those of the preceding division appear to stand. Offences against a Neighbourhood,

[(a) Natives.] The class composed of all the natives of a particular
spot, such a class for instance as is expressed by the terms we employ
when we say the Irish , the Gascons, the Vandois , is not to be deemed
for the present purpose a local class of persons. By a local class of
persons we understand a class composed of such persons of whatever
country they may be natives who happen for the time being to be resident
on a particular spot. Now it may happen that in the spot in question at
the time in question there was not a single person resident who was a native
of it, or even had the privileges of a Native.
