Of Adjective Code

Of the Adjective Code all comprehensive ends in
view view are 1. positive. 2. negative: positive, giving execution and effect to the matter of the Substantive
Code: negative; avoidance of the evils as far as may be of
the evils resulting from the pursuit of the positive ends.

Of the Direct and collateral: under the one or the other
of these denominations may all these evils be comprehended.
By 1. Under the direct are either 1 comprehended 1. those which
result from positive agency, or say from say in one word misdecision; 2 those
which result from negative agency, or say from say in one
word non-decision. Under by the collateral evils understand
delay, expence and vexation. Nota bene that delay is as to delay which d
Delay is non decision so long as it lasts. Vexation results partly
from the contemplation of delay and expence, partly from
various incidental and contingent sources.
