3 C Rebellion

The offence of Rebellion must necessarily in
some respects wear [take] a different form and
require a different description according to the various
constitutions of different governments . As to these varieties It would
be foreign to the purpose on this occasion to enter
into the details of the varieties that such of them
as are actually to be found exemplified : much more
to give an analysis of the whole system of such of
them as are conceivable . It is therefore impracticable
to give at full length a detail of the Law respecting Laws which
it might be proper to make respecting Rebellion inaccommodated to the circumstances of every
state . To pursue the investigation to the utmost , the
task of exhibiting the best system of laws respecting Rebellion should involve
in it that of exhibiting the best form of government:
a task which to say nothing of the difficulty of it were
the enquiry even confined to the purpos circumstances
of a single nation , would evidently be too ample to
be included within the limits of the present subject .
On the present occasion all that can be done is to exhibit
such a plan as shall be suited to the condition
of that form of government which is the most general:
