4 C Of Rebellion

which is the most general happens to be the most simple . The plan which is here exhibited is accordingly
that which seemed to suit principally with [suitable to] the condition of a pure
monarchy in which the sovereign power is vested [is vested

It concerns those who would understand the
proper method of dealing with these the two offences , to be aware
of the great difference there is between the two offences
them : between the offence to which I have appropriated
the name of Rebellion , and that to which
alone I have given [I have confined] the name of
Treason . Rebellion is not What they have in common
is the tendency they have to bring on or
exasperate the miseries of war : But Rebellion those of
domestic , Treason those of foreign war . In this point
of view Rebellion should be the more mischievous offence
of the two : since in Rebellion both the belligerant
parties being members of the state in question ,
and in Treason only one , the state will mischief its instanced by
