7. Immutable [Correspondency]
Laws how render'd permanent in absolute minorities . How an intelligent and benevolent prince may bend
his successors ? answer , by giving reasons of his laws , & encouraging the liberty of
the press : by differing encreasing the stock of knowledge he will settle
their understanding - [& fix them on his side.] by
gaining on his side the force of the moral
sanction , he will establish a kind of controul
over their affections .
And the happiness is here that this is an
advantage which belongs none but not to a wise &
a good prince can secure acquire to himself , & of which
the will as be considerable only in proportion as
he is wise and good .
