<p>the propensity to do mischief, that propensity <del>will</del><lb/>

<p>In whatever way an office of this class is<lb/>
mischievous, if it be mischievous to the public in<lb/>
the way of example it can only be so in proportion<lb/>
as it is mischievous to the individual: the public<lb/>
mischief if it can only be in proportion to the<lb/>
private mischief. This however does not hinder but<lb/>
that it may be right to [<del>inflict</del> <add>use considerable efforts annex</add> a considerable punishment]<lb/>
for the sake of the public to <add>suppress</add> an offence of which<lb/>
the mischief to the individual is scarce perceptible.<lb/>
This may happen on two accounts: either 1. because<lb/>
the mischief which is contingent only <add>is even plainly wanting</add> with<lb/>
respect to a given individual, may be certain with<lb/>
respect to a multitude of individuals: the <hi rend='underline'>extensiveness</hi><lb/>
of the mischief in this case compensating <sic>it's</sic> want<lb/>
of <hi rend='underline'>certainty</hi>: <note>It is not certain <add>for instance</add> that of two given persons set down to play at such or such a game, either of them will suffer any prejudice: but it may be certain (practically speaking) that if a thousand persons play at that game, many of them will do themselves essential prejudice.</note></p>

Offences against one's Self.

the propensity to do mischief, that propensity will
