The first Sections (after the interpretation one compose what may be stiled the
Constitutional part of the Law belonging to this Title,
that which concerns the powers of Funds of this little
Aristocracy, with the powers & duties of it's superior & inferior
members. The rest regards the different classes
of persons who are subject to come within the
sphere of it's Jurisdiction

This principle of order once being [well] infused established, will be their needs
no other to the end of Time to keep the whole System from relaxing
into confusion. Is a new regulation thought fit
to be inserted added to under any Title? that regulation as every other must
concern one, at least, a certain class of persons — it must prescribe

Mr Barrington in his observations on the Statutes,
has very properly observed made a very proper observation that for certain purposes
