necessary for the support of the maintenance of the said number of one thousand Convicts
establishment, the expence of which maintenance for the first year and the building would have be built before the maintenance cost plain

have either by taxes or other circumstances by the circumstances of the times be found to have undergone
a very considerable enhancement, in consequence
whereof the effective power of the said proposed
sum of £27000 though nominally the same would partial allowance of £27000 as of the said Proposers private stock would

in effect be less and so much the less and proportionably insufficient for the said intended purposes
