The improvements here proposed are such as have
been suggested rather by the internal comparison
of the parts of the present Act , than from any
external lights - Whether it to consider it absolutely
it be right or no or be not , expedient : it may at least , by considering it
relatively , be made consistent.
One great advantage resulting form the consolidating
of the scatter'd Laws relative to one Title into one Body , is
