The improvements here proposed are such as have
been suggested rather by the internal comparison
of the parts of the present Act , than from any

relatively , be made consistent.
One great advantage resulting from the consolidating
of the scatter'd Laws relative to one Title into one Body , is
the facility which it gives of noticing it's defects & applying the requisite corrections .

The advantages that will result from their putting
of these & any other Provisions that may be generally
applicable into the one General Act rather
than into every particular one separately are
these .
First 1. As it they concerns the not this or that particular
District but the whole Kingdom theyat may be supposed
to have more attention paid to thatem in Parliament & to be established
on better advice in , than any
