5 G. 3. 46. [It is a pity that it should have escaped the compiler
of this Statute] This Statute What the compiler amender might have seen, but what it seems he did not see, is that, that the same continuing of the same course which had occasioned
the confusion mischief he complained of, was the
way not to remedy it but to increase it. If
the Law was confused already, it was from there because
being already [so many Statutes upon the same
crossing subject, none of which could be neglected
nor any to] to many the Statutes
at the same time upon the same subject. At once tautogous & defective to an extreme. on that subject were too numerous already. The business was In all this there is nothing to surprize us: but to prevent this. How? — by adding one to the number.
the wonder is is, not to make them more but fewer.

As if one should say, "Honest man, since I see you
have got so many loads packs upon you your back
is almost broken — why & you can hardly stir
well to set all to rights] true is I'll give you one more for you
as big as any of them, [& that will set all to rights]
A man who meant to mock the sufferings of ...
might use this language: but one should hardly think
of his expecting seriously that such words should
be more efficacious to lessen the burthen, than such
deeds are would be to increase it.

Observe that the grievance [as here stated] was that
there were too many Statutes [about the matter] already
before this: observe that there is precisely
the same number after it, with the addition of
one more. new one Thus consistent with in the practise of
the Statute with it's professions.

The mischief is too striking glaring not to have engaged sometime
struck the observation even of the
Legislature.
