<p>In the composition<lb/>
of a law or<add>authoritative</add> body<lb/>
of law two<add>component</add> originate,<lb/>
must concern<lb/>
intellectual labour,<lb/>
and political authority.<lb/>
Both are<lb/>
equally <unclear>indispensable</unclear><lb/>
The latter is <add>necessarily</add>confined <lb/>
to a privileged source.<lb/>
The former is the<lb/>
work of any body that<lb/>
pleases.  It is not<lb/>
necessary that they<lb/>
should be the work of<lb/>
the same person: it<lb/>
is almost impossible<lb/>
that they should be.<lb/>
The men of the <add>official</add> legislator<lb/>
in office is always<lb/>
<add>in a  manner unavoidably</add> engrossed by the<lb/>
business of the day.<lb/>
He has little or no <gap/><lb/>
for that duty<lb/>
and parsimonious course<lb/>
of reflection which is<lb/>
necessary to the execution<lb/>
of the work of legislation<lb/>
upon a great<lb/>
and comprehensive<lb/>
scale.</p>
<p>Of these two works<add>tasks</add><lb/>
this work of the individual<lb/>
must come<lb/>
first. must provide<lb/>
the work of the legislator.<lb/>
We are not<lb/>
entitled conserve time<lb/>
for not having <unclear>converted</unclear><lb/>
the order of things<lb/>
It is for us to do our<lb/>
part before he is called<note><!-- continued in next columm-->called upon to do his<lb/> Proposition must<lb/> come before<del><gap/></del> rejection<lb/> or approval.</note</p>

sentiment would be <lb/>
rebellion, and curiosity,<lb/>
sedition.</p>
<p>He will prepare nothing<lb/>
which he will<lb/>
not submit to their<lb/>
cohesion without reserve:<lb/>
and the more <lb/>
efficient and independent<lb/>
the part<lb/>
which the Pupil has<lb/>
<unclear>learnt</unclear> to act, the more<lb/>
the <add><unclear>learned</unclear></add> prouder and sympathetic<lb/>
feelings of the<lb/>
<unclear>Principles</unclear> will be gratified.</p>

to lead it. But the<lb/>
law of public opinion<lb/>
is a law made by<lb/>
private individuals.<lb/>
and like same upon<lb/>
such individual will<lb/>
step forward and propose<lb/>
it no such law<lb/>
can be made.</p>
So far then from<lb/>
this being an improper<lb/>
science to draw <lb/>
laws - improvements<lb/>
from, it is <add>in a manner</add>the only<lb/>
science from whence<lb/>
