made by it from the effect of the general
disposition of the law.

the signification meant here to be given

comparison, be it so: if positive a signification
which though not according with the
grammatical form of the word is a signification
frequently in practice given to it, the proposition
is then a truism and so perfectly such
as to be an identical one. An Officer to
whom any such power were exclusively as
well as avowedly given could not with
propriety be termed an inferior Officer.
Independently of any other a power of this
sort would be sufficient to give to the
individual in whom it were vested a
very superior power a power but little
removed from the very highest in the State.
