<p>A man who, whether in Office or not<lb/>
in Office is attached to the Judicatory living<lb/>
and acting under the authority and under<lb/>
the very eyes of the Judges &#x2014; a man thus connected<lb/>
with the Judges inserts into the<lb/>
instrument of accusation some word which<lb/>
though it makes no difference whatsoever<lb/>
to the party accused, nor transgresses<lb/>
any rule (for as rules on the subject would<lb/>
they ever make public <gap/> fame)<lb/>
is by a decision purely arbitrary pronounced<lb/>
to be wrong: and out of this<lb/>
pretended error manufactured by one<lb/>
of themselves, pretence, but miscalled a<lb/>
pretence is made by them for running<lb/>
counter to the declared will of the legislature,<lb/>
and giving impunity to a malefactor<lb/>
where they had been enjoined by it<lb/>
to punish.</p>

to exceptions in Indictments as well in the<lb/>
