after the first day on which Prisoners Convicts shall have been received as Prisoners by the said Jeremy
Bentham intended Governor or his Successors into the said intended Penitentiary
House.

Provided nevertheless that the obligation in this article contained shall not
be in force with respect to any Convict who shall not have been in the custody
of the Governor of the said intended Penitentiary House for the space of
one year at the least.
