(a) The subject of Exchequer Bills with reference
to that distant period is attended with several little
obscurities, the clearing up of which would not pay
for time or space, with reference to the present purpose.
What is evident enough and at the same time sufficient is that a reduction of the rate of interest on permanent
Annuities must be attended with a correspondent
reduction in the rate of interest on those temporary
loans: and that the difference on which ever side
it be, can never be very considerable.
