S. Registration- uses.
Instructions to the Legislator.
Art 1. Of the apt registration of deaths, marriages
and births, row useful effects and purposes are
are the following
I. Property settling purposes
1. Establishing title to property
2. Establishing title to support or relief at the charge of
near relatives in case of indigence.
3. Establishing title to condition in life: to wit, in res
pect of parentage, consanguinity and affinity.
II. Health preserving purposes
4. Furnishing matter and groups for inference
contributing to the increase of general health-the
diminution of morality and disease: for inves
-tigating the causes of disease in it's several shapes:
and thence for devising of remedies, sanitive & preventive
