that under the present Circumstances of New South Wales,<lb/>
and the Prospect that at no very distant Period the Colony<lb/>
will be in such a State of Improvement as to be capable<lb/>
of receiving in each year, the whole Number of Convicts<lb/>
which is may be necessary to send from the different Gaols<lb/>
in the Kingdom; his Grace concurrs in Opinion with their<lb/>
Lordships, that the Plan, if adopted at all, should be carried<lb/>
into Execution to a limited Extent, only by way of Experiment;<lb/>
but whether it will be right to relinquish to Project altogether<lb/>
and allow a liberal Compensation to M<hi rend="superscript">r</hi> Bentham, for any<lb/>
Loss he may have sustained, is a Point which must be<lb/>
determined by their Lordships, as it may probably be material<lb/>
to consider whether any and what Preparations have<lb/>
already been made with a View to its Completion, which may<lb/>
render such an Abandonment unadvisable.<lb/>
In case their Lordships should decide upon its being<lb/>
adopted on a limited Scale, his Grace conceives that a Building<lb/>
large enough to contain 500 Convicts will be sufficient.<lb/>
