Charge 9
5
Whereupon, to speak on the first plan of the general
complexion of his conduct, as manifested in relation to and on the face of
this Account, short as it is in such glaring colours -
so far it has from affording, of his own accord, information
of and concerning such rules and conditions,
on the several occasions in which an Accountant was could not but
be observed by him to stand in need of such information -
on the contrary, he will be seen using his endeav taking
care throughout. that, to the Accountant hi all knowledge of
such rules and conditions shall be impossible, and
in particular, it will be seen that to the several express applications made
by the Accountant, praying such information he gave
not in any one instance any direct answer: observing
throughout to deliver his observation and upon not
his requisitions as of no such application had ever
been made: and - what was still more perplexing and
vexatious than either - throughout the which tenor
of such his observations and requisitions, m by obliging
obscure, ambiguous, alarming and seemingly inconsistent intimations given, of the purpose of such rules
and conditions, so framed his communication as to have to render and believe it
it impossible for the Accountant happening his the Account
ever so fair and just, and the Accountant, in each
instance, was so effectually provided with evidence,
good and sufficient in law for the proof of every item
therein contained - to know impossible for him to learn and understand in what manner

in such manner as to entitle himself to, and obtain
