for the purpose of preventing Crimes, & Shielding the Poor

The Licence Duty produces at present — — — — £4598..0..
but by imposing another Licence Duty on Pawn Brokers
their other capacity as Salesmen & Dealers in unredeemed
Pledges. There are strong reasons to be urged why Pawn
Brokers ought to pay as well as other Dealers in Metals
an additional Licence Duty. The Unredeemed Pledges
under 10/ are at present sold by Pawn Brokers privately &
consequently pay no Auction Duty to the Public. This has
been heretofore overlooked. These small pledges form the
