This however suppose the existence and active
exertions of a Board of Police Revenue exercising the various
functions which have been already detailed and also that fit
and able men execute this important Trust which in its nature
will be exceedingly laborious and will require great and
unremitting attention since under the detail of criminal turpitude
in the genuine Register not less than forty Thousand Dealers of
different descriptions according to an estimate which has been
made will be under the particular view of the Commissioners.

To the Individuals therefore that execute this
most important trust the Task will be arduous and the
Labor unremitting but to the Nation at large & to the
Metropolis in particular the advantages will be incalculable
since this System when once formed will by degrees embrace
every object where Police Regulations are necessary either in
preventing Crimes or in promoting the Cause of humanity
or the Security of the State,
