Political Liberty
Liberty in a political sense is sometimes employed used
with a view to constitutional law, and sometimes
with a view to international law. In the first case
it is the absence of all government other than demo-
-cratical according to the purest that is the most
thorough species of democratical government conceiv-
-able. In the other case it is the absence of de-
-pendence on the government of a foreign nation.


I stand am deprived of constitutional liberty in as far as
