To be omitted to a state of society, that is, to a State, where
positive law must be superadded, not to restrain,
but to direct, the original impulses of
only Criterion, according to which any law
by which alone, laws may be determined to
be good, or bad: right, or wrong: he would have
given the only clue, which can explain to
us the various, and seemingly irreconcileable
differences in the various laws, and
manners, and Customs, of different ages,
and nations: and he would have afforded
the noblest incitement to the Study of the law
of which the human mind is capable.
