the directory; the remedial, & the vindicatory. — Vol.1. p.53. 54
[The declaratory part of a law is that,
says our Author, "by which the rights to be Vol:1 Pages 53 & 57 ib
"observed, and the wrongs to be eschewed, are
"clearly defined, and laid down." How
then we see, that the ideas of a right, and
wrong are to be gathered from the Declaration
of the Ligislature itself: so that, as we
before remarked, the expression of commanding
what is right, or prohibiting what is —
wrong, was totally superfluous, and unmeaning. This <add>— And</add>
