When the proposed Bill, of which the ensuing Sheets are <lb/>designed to give a view, first fell into my hands, I was em- <lb/>ployed in finishing a work of some bulk, in which I have <lb/>been treating the subject of <hi rend="underline">Punishment</hi> more at large. <lb/> In that work, I should have come in course to speak, of the <lb/> particular species of punishment which is the subject of <lb/> this Bill. In that work therefore several of the observations, <lb/> would have come in course to be introduced, which I have <lb/> here subjoined to several parts of the text I have been abst- <lb/> racting: and being there digested into a method, & forming<lb/> a part of a system, to which <add>I have been giving that degree of regularity which</add>  it has been in my power to give &#x2014;<lb/> it, would probably have  come with <add>rather</add> more force & shewn to <lb/> rather more advantage, in company with the rest. On this acc- <lb/> ount, had I been at liberty with respect to time, I should <lb/> rather have wished to have published the whole together <lb/> first, before I had detached from it these scattered <lb/> fragments.
