London 6th February 1790.

A general review of the Revenue likely to arise from the Establishment
of a Police Revenue Board applicable to the Criminal expences of the Nation
and proposed to be Established in consequence of the Boards of Commissioners
for Hackney Coaches and the Commissioners for Hawkers & Pedlars — with
Reasons humbly offered why this proposed Board would prove of infinite
greater advantage to the Public both with respect to productive Revenue
and Police regulations than by the arrangements proposed by the
Finance Committee.

All Branches of Revenue which are in their
Nature combined with regulations of Police require much more attention
and arrangements exceedingly different from the ordinary Branches of
Public Income as the morals of the people and the prevention of Crimes
are intimately connected with the administration and the general
management of this Revenue.
