(a) In two Poor-houses I was in not long ago I
saw the inhabitants working 14 hours a day either
on their own account, or on account of the Keeper or
on both together: working in each place not with
gloomy but with smiling countenances. It is true the
labour was not hard and in each the Keeper had th a great interest in their work. — Is it a bad habit thus? — Would
you want have them broke of it? — Give them Turn them over to the authors
of the Penitentiary Act, with their regulations, and ready-made regulations and with their nominal Governors and their Governing
Committee, and their triple-bodied regulating legislature.
