Panopticon BillMetasylum
Art. A. When any Metasylum man or woman

— and after three such
certificates running,
declarations of absolute
emancipation —
has obtained for theree years without interruption three such
certificates of good-behaviour as aforesaid, the Governor may
at any time at his discretion annex to such Certificates a
Declaration of absolute menacipation or discharge, which
may be according to the Form marked [E. 3.] and of
which the effect shall be that such certificated person
shall no longer be bound to make up any such election
as aforesaid.
Art. 5. Notwithstanding such emancipation

Metasylum remaining —
the emancipated person's right of being engaged in the
Metasylum from year to year shall continue.
Art. 6. Also the Governor's Bondsmanship

Bondsmanship —
for him or her in respect of Post-liberation Felonies:
and that although no such engagement in the
Metasylum should have taken place.
Art. 7. In respect to women, the Governor may
