21) Observations (21With this regulation it is plain, that it is as material
to the persons in question Alehouse keepers, in order
to their observing it to be made acquainted, as with
another any other that concerns them, as also in like manner as it is to the Justices
of the peace, in order to their executing it. At the
same time it is not less plain, that it is not the insisting
the regulation under any such Title as that of
"Stamps" that can answer that purpose. Under
Title "Alehouses" one that keeps an Alehouse would
expect to find the Laws regulations that concern him; not sooner
[of the regulations] only but all, that concern him that concern him
on account of his keeping an Alehouse. such an house being an Alehousekeeper Under the
Title "Stamps" neither he, nor the Magistrate who
is concerned to enforce his observance, has any more
reason to expect to find any such regulation than
under any other that might be mentioned.
