section but one (S.47) Government will open to itself a channel through
which, without committing itself it will be able to
address itself at any time to the vairious classes of
Dissentersnon conformists: all of whom for the general purposes
of Police, that is for the common security of
themselves and their fellow subjects, will naturally
be disposed to receive the Gazette without repugnance when thus
sent to them on the particular occasions and for
the particular purposes specified in the Bill:
