subordinate judicial officers, agents in the
course of litigation, on the behalf of or in the name of
the parties on both sides: put into their hands, to
wit in return for service done in some shape or other
in those several occasions done rendered, but in whatsoever
shape rendered, overpaid: and thence, by the amount of the
excess, exacted and bestowed as waste.

In so far as this money is bestowed before at the expense
of Captors will will be seen to operate moreover in breach the disposition thus made of it will be seen to constitute
an infringement of the one of the rules of policy respecting the application
of the matter of reward respect to the production of public
service in this shape: viz, by contributing to render in several cases
inadequate and insufficient the quantum of the matter of reward applied to the branch species
of public service in question inadquate and insufficient.
